I don't know who Savage is.
I say Maestro, as he seems to start off at much
higher sttrength level than present Hulk.
I hear that War Hulk is just basically normal Hulk
with some powerful weapon. But I don't know
that for sure.

no War Hulk's strength was like multiplied by like 1.8 or something apocalypse said and apoc said he wa snow as strong a celestial, but not as strong as apoc himself.
