Silver Surfer wins, as long as he stays away from He-Man's reach,
and uses super-powerful blasts to destroy the whole area He-Man
is in (otherwise the Sword of Power would block the blast).
Well, Silver Surfer can travel faster than the speed of light on
his board, but I'm not sure if he can punch and kick at such a
speed as well.
As for him speeding towards He-Man at such a speed, then
I guess he would knock him out, but Silver Surfer rarely if
ever does that. In fact, he rarely gets into a physical match,
mostly because he rarely needs to.
Well, I suppose one example would be in the Infinity
Gauntlet series, where if I remember correctly, Silver
Surfer at one point flew far away from the fight, then
flew back in at super-speed to try to grab the IG (or
what that in a "What If?..."?).
Thats not reaction at light speed, thats traveling on a surfboard at light speed, turning around and going back at lightspeed, and he didnt grab it right?
It'd be like sticking your arm out a car window at 100mph trying to grab an apple off a tree.
It'd be strange if Surfer couldn't react as fast as he could travel, else he'd bump into a lot of things - travel at light speed in space and you'd eventually find an asteroid or a moon on your flight path, without having superhuman reflexes you'd fly right into that rock.
When the Surfer tried to grab the Infinity Gauntlet, Thanos saw him coming and pulled his arm away at just the right time (the Titan had the Power Gem working).
