Wolverine can't hit him and Quicksilver will have a difficult time dispatching Logan. So I'll call it a draw. On second thought environment is a factor in a closed area like an apartment building or a prison cell, Wolverine would win but in a open area like a courtyard or a street Quicksilver will have the advantage.
