In my opinion Hordak has to take it he had far superior followers to skeletor and he looked about fifty times funkier! evil face

He-Man and She-Ra have identical powers. She-Ra demonstrates empathic and cleric abilities that He-Man does not, presumably because he has not yet discovered them. The only difference between the Sword of Power and the Sword of Protection is that the latter has a jewel in its hilt. Both have transformative abilities, but the Sword of Protection has demonstrated the ability to transform into a wider array of objects.
