Erm, not even one of Spiderman's villains would be any threat to Superman. The only one that might be a long-term threat would be Doc Ock, in that some of his reiterations have the brain power to POTENTIALLY come up with some newfangled weapon thingimajig. But even that means nothing since Lex Luthor has had access to more potent weapons, by the way earth-made, other world and other-dimensional, and Superman is still flying high and kicking @$$.
In essence none of Spiderman's villains could even hurt Supes. Gosh, if they even punched him they would break their hands!
On the other hand Superman villains are, well, heads and shoulders above anything Spiderman could do. Goodness, even Lex Luthor, a human, could arrange for things to happen to Spidey that would make the kingPin squirm!
As one poster said: New York (with the newly arrived Superman) would be the safest city in ALL comicdom, while Metropolis (with Spidey at the reigns) would become a new No Man's land.
I'd even say that Batman could handle Superman's villains better than Spiderman could, even though Spiderman is stronger and faster than Bats. The thing is to handle Supes guys one needs either amazingly developed physical abilities (Spidey is strong and stuff, but he is nowhere near Supes), or a highly developed mind (Spidey is a genius, or used to be in the golden and silver ages, but he is not a strategist/tactician).
The only time Spiderman could handle Metropolis is IF he spent a couple of years being a Robin to Batman. That way Spiderman could easily transition to Metropolis, although he would definitely have to change strategy. For example he would have to carry around bat-gadgets galore.
Another option for Spiderman would be to spend some time with the Black Panther, DC's Batman equivalent.
Well it is very obious that the villians are designed to match the hero.
Supes is a powerhouse and has very strong villians, except Luthor but he acts with his brains. Spideys villians are made to face his abilities.
if you put supes against spideys villians they are well "dead"
on the counterpart the same happens to spidey.
I like Spidey but i cant see him winning against guys like Metallo.

I wouldn't go that far. While Superman could easily take Spidey's normal foes out, New York also has the FF and The Avengers and is still threatened all the time.
