Silver Surfer FAR outclasses Iron Man even without the symbiote. In addition, I don't know how much more powerful someone herald level and above would become after merging with the symbiote

I just had a thought , the symbiote can replicate it's former hosts powers correct , just imagine cassidy regaining the symbiote but this time it came with added power cosmic....cool.
