No one really knows just how strong Cyttorak is compared to alot of other people. He has never been a fight with anyone. Here is what is known though:
Cyttorak is not allowed to live in the Crimson Cosmos. He is driving power behind Juggernaut and we know what Juggernaut is capable of. He is a very powerful user of magic. When Dr. Strange went to the Crimson Cosmos Cyttorak asked the good Dr to become his new priest. Dr. Strange seemed to rather want to talk his way out then fight and we all know what Strange is capable of. It is said he is all powerful in the Crimson Cosmos.
With all this info you can gauge his power from just below skyfather level to as high as high as Galactus since we have never seen him fight no one knows but most people are willing to place him at a bit higher than skyfather while within his realm being a being like Mephisto.
