They declared this back in the 80s. No RK Thor to speak of.

But even then, I doubt Cosmic Spidey could beat Surfer or Strange. And among current heroes, I also put him below Sentry and Genis-Vell.

On the other hand, he's had some CRAZY feats - one panel wins against Gravitron, Magneto, etc.

Yeah, he owned Gravitron and Hulk, and could have beaten Mags easy too. Surfer would win all those fights too, but cosmic spidey (technically he had the captain universe powers for a while) is about the same level. Not enough feats to know for sure though.
