Sumo has a number of techniques that can be used for a ring out. During a Basho, the exponents can utilize a whole lot of ways of getting their opponent out of the dohyo.
Obviously the Rikishi can push his opponent out of the ring (especially if he is the stronger of the two), however there are many cases in which a smaller rikishi beats a bigger one.
How can the smaller one win?
Well, use the principles of judo, whereby they use the bigger rikishi's forward momentum against him, meaning that instead of pushing the rikishi out he uses the rikishi's forward movement to make him overextend himself and rush out of the dohyo.
Anyways, there are 48 techniques in Sumo, of which 'pushing' someone out of the ring is just one of them.
A surging Juggernaut may not be halted (although with pre-crisis Superman that is always arguable), but it wouldn't even take precrisis Superman to grab a hold of Juggz and make him continue moving forward.
Note: Pre-Crisis Superman knew an advanced Kryptonian martial art, thus this matchup would be easy for him. He'd simply use Juggz own momentum against him.
