Movie Doctor Doom possess considerable power.
His durability is uncanny, he's tougher than titanium and diamond, his physical strength was sufficient to throw down with the Thing, that was able to stop a firetruck that was sliding on a bridge and to throw a car with so much strenght it stopped a moving bus.He also possessed electrokinesis, sufficient to send on short circuit machinery around him, and absorb and create electrical blast of great power.He also have access to the arsenal of his industries.

It sure is fair to fight Juggernaut with physical power. I'm not sure whether Juggernaut is in the movie like he's supposed to be, but if he is similar to classic Juggernaut, Doom is getting curbstomped.
And the team is not depended on Juggernaut, they have a telepath too. While Colossus and Juggernaut simply hold Doom from his arms Jean shuts down his mind.
