Marvel Girls Powers:
Marvel Girl is a mutant with virtually unlimited telepathic powers, allowing her to read minds, project her thoughts into other minds, stun the minds of others with telepathic bolts, and cast psionic illusions such as those she uses to mask her facial tattoos. Marvel Girl also posses telekinetic powers that allow her to levitate matter. By levitating herself, Marvel Girl can "fly" at great speed. The upper limits of her telepathic and telekinetic powers are not known.
Marvel Girl also possesses the psionic ability to project her own consciousness or those of others into the timestream, causing them to arrive in another time period withing the body of their divergent counterpart or closest living ancestor or descendant. Marvel Girl's past link with the Phoenix Force gave her even greater psionic abilities, such as being able to manipulate time, space, matter, and energy for virtually any purpose.... Yeah, she would kick the sh*t out of Cable.

^ I don't think he has the last powers listed, the ones about her being linked to the Phoenix Force. He never was, so therefore I think Marvel Girl would win this one.

Rachel's telepathy and telekinesis has tons of raw potential but it is diminished by her limited training and techniques. Ex: Uncanny X-Men #452, Emma was able to defeat Rachel in astral battle with surprising ease due to the fact she had more precision in her training with telepathy. Now, let's compare Rachel and Nathan. Nathan has had more formal training with his telepathy than even Rachel. Ex: Jean Grey, Blaquesmith, The Askani Sisterhood etc. As well as his own disciplines in other areas have made Nathan a very well versed force when it came to an amalgamation of physical and telepathic assaults. Ex: He took an entire ARMY, The Dark Sisterhood of well trained telepath's/telekinetic's who were versed in the ways of Askani. Rachel doesn't have a prayer.. Nathan is a soldier and possibly has more battle experience than any other X-Man. Wolverine included.
Good point, but now with her connections to the Phoenix Force, she is at a whole other level with her psionic abilities. She can manipulate time, space, matter, and energy for virtually any purpose.
And Rachel NO longer has a connection to the Phoenix Force. This has been proven throughout most of her current run in Uncanny. Her powers are diminished. Cable would STILL school her.

Cable has always had this ability since he was revealed to be the son of Cyclops. In the Adevntures of Cyclops and Phoenix #1-4. Rachel explains to him the extent of his powers and even states that his budding telepathic and telekinetic abilities dwarf her own.
