It's also stated "The Great Beasts rule over death and decay, and can emplore death and decay as a weapon against mankind". When Tanaraq takes control his durability and strength increase to an unreal level. He took a full blasts from Zarathos and it didn't phase him, which Tanaraq quickly replies, "clearly you know nothing of the Great Beasts else you would realise the folly of testing a God" and with that he crushes Zarathos with his foot. Just prior he crushed an alternate reality Morbius to death with one hand. He even easily beat Kulan Gath with his amulet of power with ease, everything he sent at Tanaraq did nothing to him and it's stated he is a Dr.Strange level mystic. He even easily manhandled Namora grabbing her in mid-air with one hand and tossing her at Mimic in Colossus form knocking both out. In this form his strength and durability seems limitless, but was never fully explained. "

I am changing my vote.
Midgard Serpent, although crazy powerful, could be considered a one-on-one foe for Thor. And, Thor defeated him.
Hoarfen was actually able to take on the Defenders, and kill Dr. Strange and the Hulk. (No small feat.) Even though they did come back and hurt Hoarfen.
I say Hoarfen may be one of the new "Big Boys on the Block".
