the twist is it is a foot race just dont who would win but what place like 1st 2nd 3rd

Let's try this:

1) Zoom (or Flash, if the Flash fully taps into the SF)
2) Flash (or Zoom, if the Flash is fully tapped into the speed force).



gap (could be minor or major depending on who is writing Superman, but usually leans more on the minor side)

3) Superman at either a fraction of the speed of light to kissing (and at times exceeding) light speed

gap (MAJOR gap ......immensely significant since number one through three are so much faster than Quicksilver that to them QSilver would seem to be standing still)

4) Quicksilver at Mach speeds

gap (considerable gap)

5) The Hulk at 300mph.

DC did a number of races that pitted Superman vs the Flash, and while in most no clear winner was depicted in a couple the Flash won by an inch or so.

Anyways, it is safe to assume that Superman can run just a hair under what the Flash can run (although if the Flash taps into the SF then he should transcend linear speed ....like when he beat instantaneous travel, a feat that basically indicates the Flash was going beyond speed).

p.s: Probably the best summary of who would win in a foot race (from the 1990 Adventures of Superman # 463)

For the first time, Superman races Wally West! When Mr. Mxyzptlk, that zany (and extremely powerful) imp from the fifth dimension, caught the attention of the Flash and immediately came up with the idea of a race against Superman. He convinced Superman by telling him if he won, Mxyzptlk would return to his home dimension for ninety days. Flash, however, was not interested. Superman, wanting to get rid of his foe, plied reverse psychology, commenting that “what we really have here is a race between Superman and Kid Flash.” Naturally, Wally’s wounded ego came into play and he insisted upon racing.

Mxyzptlk provided a race track around the world—with a few surprises, such as waves passing through the track, the track running under water, giant Mxyzptlk golems, fake tunnels, water sprites—anything to make the race more “entertaining.” Even near the end, nearly dropping from exhaustion, Flash and Superman were tied, until they finally returned to the stadium where they began... and Flash won by inches. Mxyzptlk panicked, revealing that he had lied to Superman—he would leave only if Flash won, and since he had figured Superman was a sure bet...

no QS isn't even close to as fast as Zoom all he can do is go like five minutes into the future. Zoom however has complete control of his timeline. he's a lightspeed in a frozen world.
