Quicksilver Vs. Jay Garret?

Is Quicksilver able to beat the first flash?

I couldn't find this one so here it is. I know Jay isn't powered by the speed force like Barry, Wally, and Bart, so his speed has limits. Can Quicksilver take him?

I thought that he was powered by somekinda hard liquid that acellerated his body but he had limits before his body started to tear itself apart under the stress.

He had it for a long time, he just lost it in the resolution to Infinite Crisis, just like all the other speedsters.

Even with the speed force he was only able to run at the speed the sound according to his bio. If you make it where he won't steal Quicksilvers speed I think Quicksilvers speed I believe he wins.

Garrick was far faster than the speed of sound with the speedforce. He was just shy of Wally. Neck and neck with Superman. He was a lightspeeder.

Here's Jay crossing lightspeed with Black Adam right on him.

Although Black Adam's acceleration isn't going as fast as his, he's pushing lightspeed too.
Right at lightspeed, Black Adam stumbles, and Flash steals his speed, adding to his own speed and acceleration.

That also defeats that, Black Adam can only go Mach 500 crap, he was just a couple steps behind Jay at lightspeed.
