I'm wishy washy about this one. both women are powerful. Storm is versatile and has wide array of weather at her disposal. Jean, however is a telepath and in most combats, telepaths always win due to psionic's nature of high priority, unexpected assualts from virtually any angle, range, versatility, and perception manipulation. BUT storm has been able to manipulate electrons to some high degree that it has been able to screw up psions. So it's a toss up. Is the speed of lightning faster than the speed of though? I doon't know!!!!
