phantom stranger have enough magical power to be a near equal to the full potential spectre who is way above the likes of galactus.
don't forget just like galactus the phantom stranger is an abstract being in dcu. he can literally become the deux en machina if he is not stop by the presence

How come during DOV when the Spectre was going all crazy the PS didn't just stop him then?

Actually, he tried to stop him and was turned into some kind of rodent. Once he finally got his powers back, all he could do was aid the Shadowpact. You'd think if he was as powerful as the Spectre, he could of done stuff like rebuild the rock of eternity himself, and not need the shadowpact to take spectre down. He also wouldn't of needed to call the Spectre for help during Infinite Crisis if he was near that level of power.

Galactus wins.
