Juggernaut would win, but, despite Ulik's less-than-class- 100 strength, he has always been able to dish out serious battles to Thor.
Maybe it's skill, toughness, both or something else.
If Ulik get's his enchanted Metal Pounders, it is more of a fight, but Juggy would still take it.
But, respect Ulik.

ulik is a far better combatant but he lacks the overall indestructibility of the juggernaut.
