Not sure about in fight speed, but I know he flew across the universe from earth to where the celestials kept the young gods at- in just a panel or so (although I think he was in a quasi-physical form). High E has hung with Thor as well.

Speaking of which, High E has too many powers and abilities that put him on levels Supes would be hard pressed to deal with. He can become intangible, evolving/devolving powers with his armor/tech he is nigh indestructible. Infact, it took a sufficiently mad hulk some time to break him, and remember High E was looking for a being strong enough to break through...he let his guard down willingly. Even considering High E isnt as fast as Supes(which he may or may not be)...speed isn't everything, and it wont mean much of a difference in this battle.
