I'd place Mxy above Lucifer.
Lucifer created 1 Multiverse, by initially using Michael's power.
Mxy destroyed no less than 2 Multiverses, and recreated them in a snap.

HOTU is in the respect of power equal to TOAA.
But TOAA will ALWAYS be above HOTU.
