Personally i'm going with Doom a character i totally dislike but who has some of the coolest lines in comics ...

Not from a comic but I do like this bit of villian vs civilian dialogue:

Yeah I'm bored. But still getting a person to rationalize your actions for you right before you kill him is pretty cool.
