Hmmm... I'm going to go with Akira then. He was clearly more powerful than Tetsuo, and was able to ressurrect himself using separated body parts that were sitting in cryogenesis for years. He was able to convert matter to energy and was the equivilant to a low level reality manipulator. We never got to see the full extent of his abilities, but it was said that his power compared to a regular human was the equivilant of an ameoba possessing the power of a nuclear bomb.
Since humans have billions of cells, and ameoba's are single celled organisms, that would make him the equivilant of at least billions of nuclear bombs. That's low level planetary manipulation at least, he casually destroyed a city using just his energy aura. Who knows the true potential, but Goku pre-SSJ doesn't have the planet busting strength, speed, and incinerations powers that later versions had in order to defeat high order regenerators.
Clearly Akira can be contained as he was contained before, but most likely his prior containment required the assistance of high level telepaths and telekinetics.
