Doom has had decades of prep to take over the world, and still doesn't cut it. Half of the time it's not even Reed that screws him over.
Anyway, Reed and Doom will bicker and argue with each other over correct approach, moralities, intellect, tech, etcetcetcetcetc
that or Galactus will just pimp slap them silly for thinking that worlds should simply be "taken over"

It's true, considering he can summon the UN to himself at will - of course many aspects of his character and powerset weren't fully developed back then. IIRC he first fought the Fantastic Four by dropping some kind of insecticide bomb on them 😆
