No direct physical contact is allowed...only energy attacks allowed! Surfer's speed is limited to the speed of sound. Everything else is allowed.

If this is current "odinforce" Thor then Thor wins, Surfer wouldn't be able to match his powerset. Thor 10/10

Classic Thor, although he still has a wide rage of exotic energy attacks ( including the 'godblast' ) I'm not sure he'd have the experience of such a fight. Surfer 7/10
