Though Bucky did describe him as being both faster and stronger than Steve, he still managed to put him down temporarily, by using his intelligence, and only lost due to giving him the time to recover. Besides the physicall aspect, he didn't impress me that much as far as fighting skill goes, based purely on the latest appearance since I haven't read his other ones.

Yeah I'd say Nightwing is basically around the same level of Bucky skillwise and the only reason Bucky is even alive after his fight with the Grand-Director is because he began resisiting Faustus's programming in the middle of the fight and the fact that Falcon was able to catch Bucky. The Grand Director is basically the Superboy Prime of Caps. He's a crazy, stronger, and faster Cap
