It can, IMO. Heck, Wolverine's senses and reflexes can counter Kurt's 'porting. Spider-Man should be able to do the same.
If this version of Spider-Man is an agent of Shield, and has received Shield combat training, then his fighting ability should be superior to his regular, instinctive style of fighting. He takes a majority. Kurt needs a speed amp to offset Spidey's superior combat training in this scenario.

I think I remember a comic in which these two fought, and Spiderman won. But if memory serves, Spiderman was really overdone in that comic, and beat down all of the X-men.
Doc oc, green goblin and other guys who weren't that fast hit spiderman before.

True, they'd both be hitting with 10+ tons of force, according to this thread. Spider-Man still gets the majority based on his Spider-Sense (which should predict Kurt's movements just as Wolverine's' senses easily did) and his Shield training.
