Q is good at messing with lesser beings, but unlike Loki he can never really mess with anyone at his level or above, every time he tries he gets owned (like when he lost his powers, or was in that war, or couldn't take care of his son)

Loki messes with beings on his own level and still tricks them. Of course, the people he deals with seem extradinarily stupid when dealing with him especially considering that they already know how treacherous he is. Q has smarter opponents but usually there's not all that much of a trick to it. A hidden agenda yes but not all that crafty.
