Alright Stark decides to make a Cyborg based on Cap so he finds original pieces of Adamantium and makes the body of the Cap mainly the same size but with upgrades to his strength, agility, stamina & reflexes. He is given strength to lifts press 50 tons and 10 times the agility, stamina & reflexes as Cap had. He is uploaded with all info and archived experiences that Cap had written down before he died. He is given is vibranium / Adamantium shield. He uploaded multiple fighting forms in to his memory banks. He is given a positronic brain similar to Data(Stark Trek) He is given info on covert ops sniping info explosive info and a complete list of pressure points and weak spots on human and known alien physiology. He is given a staff made of adamantium with a stun gun on the tip strong enough to stop a charging Bull Elephant in its tracks, it is also equipped with a net of spider-man webbing type of material very sticky and strong the last weapon is a em pulse to stop electrical machines. He also has detailed files on all known Marvel earth heroes and villains. Last thing his armor is painted to resemble Steve's costume.

I think it would be a cool like twist in the Caps story. He would be able to talk to people who new Cap and learn tons of stuff about him. He would be a tribute to Cap.
His circuts are protected behind adamantium armor and this Cyborg of Captain America has 10 times the speed agility and reflexes to drop Batman. He could net Batman since he doesn't consider him much of a threat. A net equal to the strength and stickyness of Spider-Man webs would hold Batman for awhile.
With a positronic brain he would have superhuman computing speed and be able to work out many different senarios in his brain. They're no prep. It would take a few days to prep for this Cyborg. He would be Indestructible Superhumanly strong fast and agile. He has weapons also including the staff & shield. Mindless Hulk would not be able to use prep time.
