any villain that has some sort of grudge against a particular hero (or vice versa), and keeps running into them either on purpose or by just operating near the hero's turf could be considered a rogue imo.

deathurge's power relies on the doubt someone feels about living, he once stabbed quasar with like ...5-6 approx. 1.5 foot, long 3 inch in diameter skewers. quasar then willed them useless and deathurge departed.
kyle's will power should pull him through even if he somehow forgets to block deathurge's various arms.
quite so, however given wat his power does, I could see him beating Kyle depending on when he fights him (much like his IIRC 2 - 1 win score against Elvis.), such as when he was willing to give away the Ring to Major Force or when he was made to cry by Sinestro, or just after Alexs death.........
