TAO is superhumanly intelligent and a master strategist on or exceeding the level of someone like Doom, but doesn't actually have any powers. His primary ability seems to be the ability to use logic and psychological manipulation to undermine and control his opponents.
The problem here is that ghost rider (at least in the "ghost rider" form) isn't human. It's an immortal demon/spirit of vengeance and as such is highly unlikely to have the same psychological weaknesses that mortals do.
Ghost rider sets TAO on fire then beats him to death with his own shoes in all but the most PIS-ridden scenarios.
Majestic is a living being. born, lives, will eventually die. Falls in love, reproduces, etc. Psychologically, essentially the same as a human being, just a whole lot more powerful. Kherans are even genetically compatible with humans.
Ghost rider is a completely different entity altogether. It was NOT born, does NOT love, does not age, and has only one purpose in existence- Killing things in the name of vengeance.
Given that TAO has been frustrated before by Gen13 members who were too stupid for his mind games to work, there is no chance at ALL his tactics will work on ghost rider. The things that drive and motivate the spirit of vengeance are simply too foreign to the mind of the average human, which TAO was designed to exploit.

This is a no prep situation though. TAO has about 10 seconds to talk ghost rider out of beating the hell out of him while GR is speeding towards him on a flaming motorcycle.
Keep in mind Tao is a villain that's screwed a lot of people over, and that GR will be very interested in handing out some whoopass in the name of vengeance.
If this was GR vs. Aunt May, she'd probably have a case. TAO has no shot.
What would TAO do in a forum fight? Everything he does is designed around not putting himself into such situations. Awesome villain. But not for forum battles.
TAO would work well as part of a team that was given prep time, but I don't really see the advantage of using him over a strategist that actually has powers (or access to them) like Doom, Luthor, Thanos, etc.
Is Ghost Rider desire for vengeance is not human related h such has avegneing someone death or killing because he things is the right thing to do is his deisre for vengeance deeper and more complex?
