We could say Ziran 馃槈 is above Ashema, but for sure both Celestials are above Frankie Richards.

Ziran is quite powerful despite few showings

Marvel did give Franklin his powers back but this time he doesn't have the limiters that he's always had on. Pretty impressive IMO considering his power limiters were on when he constructed the bouncy ball universe. Without limiters.... Franklin could possibly blink a celestial out of existence but I'd have to see as I haven't really been following F4.
