Thor (he controls weather and he'll stop all of this from happening), then he'll teleport everyone to safty
1.) Provided there was no way to stop the bomb and the people HAD to be be evacuated (for arguements sake of course), I'd pick Green Lantern. GL could use his ring to quickly find people and get them out of harm's way.
2.) Joker, eh? I'd choose Martian Manhunter. He would be able to pick up my loved one's brain waves I'm assuming or some other kind of telepathic feat to find them. He could also get in stealth like and rescue her without Joker finding out.
3.) I call in Thor, plain and simple.
4.) Anyone could handle this save Wally, but Hal and Superman both have experience dealing with this kind of thing.
5.) I'd call in Thor. I think he'd have the best chance on taking the object and leaving intact.
6.) Probably Superman. I think he's a better speaker than the others.
7.) Silver Surfer.
8.) Thor or Superman.
9.) Thor easily. He stops the disasters before they even stop. If they cannot be stopped or have already happened, Superman.
