As Sorcerere Supreme, Strange could edge Hal due to versatility (though Hal's willpower is a conceptual match for Strange's magic on a relative level) -- Strange could resist/evade Hal's initial attacks while working secondary magic to attempt to overwhelm/subdue. With Strange's current standing, however, and his magic being significantly reduced, I'd say Hal has a better standing in terms of raw power and would win the majority.
