Cheetah is the champion of a god. She's a bit less strong than Diana, but still a massive power house.
This is a Cheetah (who temporarily had the Cheetah power, but was later killed by Barbara Minerva, he doesn't have any more power than she did) attacking Superman.
10 is a bit low admittedly, (probably more like 25) but I'm pretty sure most of the time when she hurts them its because of her claws, not necessarily her physical strength which is nowhere near Superman level. I think (barring her huge speed advantage) Venom could give her a good fight.
No, she can actually hit really hard, and using the tail to grapple and throw around opponents (and occasionally just smack them) is a standard tactic for the Cheetah against top-tier enemies.
Note the quote from the page I linked "That thing has a punch like Diana... or Captain Marvel--!" Punch, not claws, Sebastian hadn't sliced him yet.
The Cheetahs really are very powerful physically. They've always been like that.
