Yeah, or Doom, but only because of their genius. Meanwhile, I think he was more aimed towards someone who can physically over power Galactus. I'd have to say The Phoenix Force. She was beginning to over power him while he was starving. I'm pretty certain he's close to, if not the same as, Eternity and Death.
