I remmeber in the Ultiamtes Captain was beating on some Nazi alien dude and iirc he said "Surrender? America never surrenders! Do you think this A on my forehead stands for ****ing France? (then proceeds and bash his face in with his sheild)" or something along those lines.

That's not entirely true. He is in Marvel's strength level or at least close to it, and gave Black Adam a fight during the Villains Unlimited IC special.

Not as competent or skilled, but pretty strong.

He didn't lose to human WW- human WW got away from him for a moment then transformed and defeated him at full power.
