I'd go with Rage; while Mammoth may have a higher baseline strength, Rage likely has the edge in the longer run. He's also a better fighter, as Mammoth is pretty straight-forward, with virtually no finesse whatsoever. Not sure who's more durable, ultimately, given the differences in their specific powersets, but Rage likely edges in terms of combat/relative movement speed.
I'd say Rage, roughly 6-7/10. I also reserve the right to amend that if I thumb through some back issues for better cross-comparisons...
