Superman: in two minutes, a higher showing Quicksilver should be able to hit him; in fact, he'd hit him well before then. Superman is faster in terms of flight/movement, but his reflex speed isn't ultra-uber, just "merely" ultra *or* uber. Basically, if Diana would be expected to tag him (which she would do, easily), then certainly QS could to it, especially in an artificially limited space and with so much (relative) time.
Wally: Now, in this case (much as with Barry), if Wally's sole focus was on "I'm not getting hit", the he should be able to evade QS for the time specified, with the space given (assuming QS wasn't allowed to bullrush him into an "immovable" corner, so to speak; that is, QS's reach is always adequate to make a tag/connect, but Wally also always has *some* degree of space to "dodge to", even if only very limited).
