I think mordru would drain him of his magical abilities i dunno really. mordru battled a full power shazam on his own turff, he didnt win but he didnt lose either.

that notion comes from all the statements from various beings in comics (Dormammu, Krovac , Mephisto, etc) , from the handbooks and from the writers themselves.
