Both these characters vary in power so much it's ridiculous. But if I had to bet, I'd go with the Spectre because of the whole "backing" thing by the Presence.

Dark Phoenix has never actually murdered anyone, has she?
Either both Spectres can't judge her because she's committed no murders, or they can't judge the Phoenix Force itself..
Jim Corrigan wasn't shackled nearly as badly as those two.. He could actually affect soulless Lovecraftian horrors and such...
