I'm going to straddle the fence, and say it depends on their time.
If its a long amount of time, Team 2 takes it, mainly due to the methodological nature of Batman. But if you grab them and give them 1 days' prep time, Team 1, mainly because of Snow's resources and Constantine's trickery.

as hard as it may be to believe, snow and constantine may actually have access to better tech than bats and luthor. it's at least debateable. constantine's access to magic would be enough to trump the other 2 imo, at least for a majority.

I'm going with team one, Constantine has done incredible things with prep and I don't think that either Bats or Lex can deal with magic.
