Depends on who's using it and how much of it that they have imo. Both can be considered "limitless" and can be extremely versatile.

Personally, I'd choose the Power Cosmic, as it seems to be used for more than energy redirection and absorption more often. This is not to say that the odin force cant do most of the things that the power cosmic can, just that the power cosmic appears to perform acts of versatility with remarkable ease. Such as shutting off an x gene or evolving life, etc. Just my opinion though.

As far as "powerful"...
You'd have to say the power cosmic as it is a power type that is not defined to one person.

Where as the Odin power is limited to only Odin feats...

It would be different to say cosmic powers vs magic...
And even then you could draw a virtual draw...
Order chaos vs eternity and death
Things like that... Its like which do you prefer American cars or japanese...
Both can do virtually the same thing
They just have a different style to approaching it.

Power cosmic all day. Galactus created a being almost equal to himself who would most likely smash Odin himself.

Power Cosmic is infinitely more powerful and fundamental. "Odin Force" is merely a little bit of magic.

Power Cosmic as wielded by Galactus > The Odin Force wielded by Odin.
