I can see Jack communing with the spirit of Jarhanpur, and it refusing to follow him. Or, alternatively, agreeing to help Jack but unable to do so as its soil is controlled by Rama.

Also, the health of JAck is tied to the health of the city. As Rama destroys large portions of the city with his own massive soil construct, he'll start weakening.
