Depends, if Onslaught has Franklin's power AND knows how to use it (some forum members stated that even when he had Franklin's power he didn't do anything spectacular with it), he solos the field.
Otherwise Shaper 10/10. Shaper has multiple planetary level reality warping feats under his belt and he dismissed a pissed off Satannish when he came looking to collect a soul (this is important because we've seen what happens when Satannish wants a soul badly, he started a dimension wrecking war with Mephisto over one before).
