It's simple. He can tank magic, and he can take a Punch, not the magic will hurt him but the strength of the amped Cap, the physical strength he gets from the amp. He doesn't amp his punches, he boosts his physical attributes. But imho GA Prime would still win.

Fun fact, Prime is immune to magic, not physical attacks.

For instance, Marvel punches Prime with a magical amp fist, the magic amplefier is canceled out, the physical blow still hurts Prime.
