Lets make this "Pre origin story Plutonian" when he learned the nature of his powers, just to avoid more speculation on his full potential.

Yet, he still took beatings, and even after his revelation relied on his heat vision.

I think Invincible could edge him out. Even if he's weaker, he knows how to fight someone at his power level, while Plutonian really doesn't..

Invincible, along with Omni Man and most of their race, have some pretty impressive speed feats throughout the series. Both in their fights, and outside of them.

And on strength feats, I don't believe Plutonian has that many.. Invincible at least has the weight training machine that goes into hundreds of tons, and Vanquish has a fairly insane feat of tearing apart a cell designed to keep over 400 tons in, and bury him under a mountain. That may not sound like much, but keep in mind even his arms were immobile and he was kept in a position to negate leverage, and even Bizarro Superman or New Krypton Kryptonians were unable to break free from giant blocks of ice because of their limbs being likewise restrained.

Not to mention, when Invincible fights Omni or Vanquish, the force of them colliding sends out shockwaves that damage buildings and shatter windows, and they're constantly destroying terrain like mountain tops in their brawls..

Plutonian, I think, is assumed to be extremely powerful in part because he's a close Superman analogue, and also in part because of his power source being a theoretical reality warping plot device. But on feats he's surprisingly short, in large part due to having few comparably powered enemies.

Short answer. Yes he is.

It may be difficult to scale Tony's feats from the characters he battled. But From the hard data, that we do have on Tony. Mark falls short to what Tony has accomplished, on top of being unable to defend from Tony's subtle matter manipulations.
