1) Doom not much tops beyonder power steal....
Reed's best is probably taking the combined power of the Mod and Clyde fight.
2) Reed. Doom's got greater aggression in his tech/plays as well as his versatility gives him some wins for sure. But Reed is just on another level in comparison to just about any other character. Doom spends months planning out his acts. Each piece of tech made for an encounter carefully crafted and planned out. Reed walks in with stuff he's come up with on short notice/had it on hand with no real anticipation for its need in a given encounter and still comes off the victor more often than not. Also I think the Council of Reeds speaks for itself on who is superior Reed or Doom. Also Ultimate Reed is a glimpse of Reed if he stopped playing around with everyone... you know... just build a hyperbollic time chamber x100000 effectiveness and build a society of super evolved superhumans, steal the power of the Asgardian gods and successfully kill them etc etc...

Guys, Reed is as close to a literal plot device as exists in comics. Choose Doom in scenario 1 if you must, but he does not win the second scenario.

Scoreboard, guys, scoreboard. They let Doom beat everyone else. At what point do they let him beat Richards? There's literally no level to which he hasn't ascended with his gadgets and adventures.

1. Doom. Reed however is soooo much better than Doom when crafting his own deus ex-machina counter weapon.
2. Doom but only because he has magic. Otherwise, tech-prep monster richards will show why he is superior.
