Morrison's cosmic hierarchy is simply impossible rank next to the conventional hierarchy.... It's a chicken and egg question, of whether The Presence created the Overmonitor as part of his grand design, or whether the Overmonitor created the Presence and the entire DCU within it..
Until we actually see someone like Spectre, the Endless (Or even Lucifer or Michael, though that's unlikely) interact with, or mention the Overmonitor or Morrison's version of Monitor's, we'll never know where they stand...
