Maxima can port him into the ocean where a bunch of sharks can soften him up.
Seriously though, maybe Maxima can BFR him before he overcomes their tp resistance.
I have also wondered does Despero have any way to counter teledismemberment? like if max tried to port his head off?
Can we also assume that Maxima is capable of teleporting someones head of? Is it right to assume most teleporters can dismember characters with their teleportation powers w/o on panel evidence? I have a hard time imagining Cloak doing this type of attack due to the nature of this teleportation. (engulfing people)
Outside of those type of Attacks I am going with Despero. Given time they will probably end up under his control.
