I'd say Emperor Charon.
Plutonian, though possessing incredible power, can be held off by herald-types that can fight better. A singe Lawbringer could give him a headache.
Charon himself is powerful enough that he can probably shut down the more cosmic-y aspects of Plutonian and kill him for good.
