^Being able to see everything on Earth simultaneously is impressive but nothing Heimdall can't do. Quick question, what is happening in that scan? Are his powers magnified out of control? I know Pre-Crisis doesn't matter but you have at times, uh, excluded information.

Regarding Heimdall's feats, his senses are such that he can see through not only space but time as well, both past and future to an extent. They go just beyond simple senses, and are more of a partial omnipresence. Which is why he's been able to make prophecies, predictions and even judge the outcome of a situation or whatever Odin described.

In terms of range, Heimdall doesn't really have a limit. He's scanned across the Universe before.

Superman's senses were completely out of control in that scan-- almost to the point of driving him mad. And ya, it's pre-crisis.

He was seeing everything in universe at once due to Parasite making him lose his inhibitions. Yes, PC superman held back too. Superman could also see in the past and future too in PC era.
